Amnesty International is submitting this briefing to the Human Rights Committee ahead of its examination of Guatemala’s third periodic report on the implementation of the International Covenant on Civil and Political Rights (the Covenant). The document highlights Amnesty International’s concerns in Guatemala in relation to a number of questions on the Committee’s list of issues to be taken up in connection with its consideration of the state report.1 Further details on these concerns can be found in the Amnesty International publications referred to in the text; and in particular in the reports enclosed with this briefing:
